Cash discount, dual pricing, and surcharging: what actually changes

They sound like the same idea. At the register, and under the card brand rules, they are not.

Every business that takes cards eventually asks whether the customer could pay the fee instead. There are three common ways to do it, and they are often sold as if they were the same thing. They are not. The difference is what the customer sees before they pay, which cards the program can apply to, and what you have to put in place first.

This is a general explanation, not legal advice. Card brand rules and state law change, and your provider should confirm what applies to your business before you start.

Cash discount

Your posted price is the card price. Customers who pay cash get a discount from it. Because the base price is the card price, a properly structured cash discount is treated as a discount rather than a surcharge.

What has to be right: the posted prices, signage that explains the discount, and receipts that show it. If the structure slips, so that the cash price is really the base and cards are charged extra, it is no longer a cash discount in the eyes of the card brands.

Dual pricing

Two prices are shown for every item, one for cash and one for card, and the customer sees both before choosing how to pay. It is common on menus and at counters where prices are displayed item by item.

What has to be right: both prices visible everywhere a price is shown, including menus, shelf tags, and online, and a point-of-sale system that applies the right total based on the payment method.

Surcharging

An extra charge added at checkout to eligible credit card transactions. It is the most regulated of the three.

What has to be right: surcharges generally cannot be applied to debit cards, including debit cards run as credit. The card brands require advance notice before you begin, clear disclosure at the entrance and at the point of sale, the surcharge shown as a separate line on the receipt, and a cap on how much can be added. Rules also vary by state, so confirm what applies in Texas, and anywhere else you sell, before you start.

The part nobody mentions: your customers

Every one of these programs puts a conversation at the register. For some businesses, like a busy food truck window or a counter where regulars already know the deal, that conversation is short. For others, it costs goodwill that is worth more than the fee. The programs are tools, not a free win, and the honest question is whether the saving is worth what your customers experience.

Before you start any of them

  1. Confirm with your provider which program your account and equipment actually support.
  2. Ask what signage, receipt, and notice requirements apply, and get it in writing.
  3. Check that your point-of-sale system can apply it correctly, every time, without staff doing math.
  4. Train your staff on how to explain it in one sentence.
  5. Work out what you save against what your current effective rate actually is. Sometimes lowering the rate does more than moving it.
